The call to active duty presents an extreme hardship upon students. In an effort to assist those students who are called to active duty, the campus has established the following policy.

Students who are called into active military duty during the course of an academic term, including the National Guard and Reserve active duty, will receive refunds and course credits as follows:

Departure during the first fifteen calendar days after classes have begun for the term:

Grades and Credit: No course credit or grades will be given.
Registration will be shown on UIS records but not on transcripts. Pursuant to normal University policy, students who withdraw from courses do not receive course credit.
Charges: Tuition, fees, and student health insurance premium will be refunded in full. Applicable housing charges including cancellation fees will be waived and refunded.

Departure after the fifteenth day but before mid-term:

Grades and Credit: No course credit or grades will be given.
Registration will be shown on UIS records but not on transcripts. Pursuant to normal University policy, students who withdraw from courses do not receive course credit.
Charges: Tuition and fees will be refunded in full. Applicable housing charges including cancellation fees will be waived and refunded. The refund of student health insurance premiums will be determined by the insurance company.

Departure after mid-term through the twelfth week of the semester:

Grades and Credit: Students will either be withdrawn or take an incomplete in all courses in progress at the time of departure as follows:

Prior to departure, the student may withdraw from all courses. No course credit or grades will be given. Pursuant to normal University policy, students who withdraw from courses do not receive course credit.
Prior to departure, the student may take an incomplete for all courses. An incomplete due to military call-up (DFR grade) will appear on the student’s records and academic transcript. The student must complete the course by the end of the second semester after the return from active duty.
If the student does not make a decision prior to departure, all courses will be recorded as incomplete. Upon return from active duty the student must either withdraw from all courses or complete the courses by the end of the second semester after the return from active duty.
Charges: For students who withdraw, tuition and fees will be refunded in full. For students who take an incomplete for all courses, tuition and fees will not be refunded. Applicable housing charges including cancellation fees will be waived and refunded. The refund of student health insurance premium will be determined by the insurance company.

Departure after the twelfth week through the end of the semester:

Grades, Credit and Charges: Students will have the option to do the following:

Withdraw with a full refund of tuition and fees
Take an incomplete
Receive credit for the course.

Credit for undergraduate students may take the form of a letter grade or grade of CR for each course in which they have attained a grade of C or better at the time of withdrawal, as determined by the faculty member.

Credit for graduate students may take the form of a letter grade or grade of CR for each course in which they have attained a grade of B or better at the time of withdrawal, as determined by the faculty member.

Additional Notes

Students receiving financial aid will have tuition and housing refunds applied to the financial aid programs from which funds were awarded according to guidelines established by federal and state financial aid regulations. Students should consult with Financial Assistance concerning the impact of military call-up on financial aid conditions and eligibility.
Students enrolled in irregular term courses will be treated in a manner consistent with the policies outlined above.
Students who are called to active duty will not be subject to Financial Assistance and/or academic satisfactory progress standards for the withdrawal term.
Textbooks in good condition which were purchased during the semester in which call-up occurs will be repurchased prior to departure by the Bookstore at the prices paid by the student.
Students called to active duty may receive a full refund on parking hang tags if the hang tag is presented to Parking Operations prior to departure.
Appeals of actions under this policy may be filed with the Registrar. All appeal time frames established by UIS (e.g., housing policy, parking tickets, library fines, etc.) will be held in abeyance during the period of active duty.
Students who have chosen to withdraw from their course or courses due to military leave have the right to request priority registration during a subsequent term for the course or courses from which they have withdrawn.

Degree Audit System (DARS)

Using DARS, students can access a Degree Audit Report. This report is an unofficial audit of degree progress and includes all completed courses, as well as those currently in progress. The ��ý Hub

The ��ý Hub offers free academic support services to currently enrolled UIS students both both in-person and online—in writing, math, accounting, economics, science, computer science, and academic skills as well as supplemental instruction; online, on-ground, and in-class workshops; walk-in assistance; and additional support materials.

Prior ��ý Assessment/Credit for Prior ��ý

The IPL 305 (Undergraduate) and IPL 501 (Graduate) courses , also referred to as the Prior ��ý Assessment program, are designed to provide a way for students to present evidence that they should earn college credit for learning experiences (military or otherwise) outside of UIS. Students in the course create a portfolio reflecting on their prior experiences.

Upon completing the course, you may be eligible to complete additional portfolios, earning up to 16 credits to be applied to Engaged Citizenship Common Experience (ECCE) requirements or General Electives.

Enrollment in IPL 305 or 501 requires the completion of the Prior ��ý Course Application (PDF). It is important to note that some departments have specific requirements related to ECCE and IPL. Prior to enrolling in either of these courses, be sure to contact your department/advisor as well as the IPL Office to confirm that this is appropriate for you.

Military and Veterans Lounge

The Military and Veterans Lounge is a physical space on campus designated for use by our military-connected, active duty, and veteran students. The lounge is located in University Hall (UHB) 1002 (main level near the ID Center) and is open daily from 9 a.m. to 5 p.m., but if you see the door opened after hours, feel welcomed to come in. Also feel free to use this space to study, get free coffee and snacks, print or scan homework or other documents, relax before or after classes, and possibly to run into some other student veterans.

Application Process

To apply for a National Guard Grant Scholarship, the applicant must be on active duty status and have served for at least one year in the Illinois National Guard. Enlisted persons currently serving and company grade officers are eligible. Time served in other branches of the U.S. Armed forces does not count toward this requirement. The application can be obtained from the ISAC web site at www.collegezone.com and from your unit. You may also obtain this form in the Office of Financial Assistance. The applicant must apply to the Illinois Student Assistance Commission (ISAC) for these educational benefits and must supply all requested information. In order to receive benefits, your application must be submitted by the deadline dates listed below. Applications are renewed each academic year, which begins with the fall term and concludes the following summer term. No payments will be made on behalf of any eligible student unless a current application is on file. Listed are the deadline dates for submission of the application for the National Guard Grant program:

Fall semester: October 1
Spring semester: March 1
Summer semester: June 15

Payments are made to only one institution per term. If the applicant enrolls at a second institution for the same term, he/or she must arrange for payment through the college of record. However, the college of record is not required to bill ISAC for charges incurred at another institution.
The University of Illinois at Springfield will submit payment information to ISAC for you.

University Requirements

The applicant will be required to submit the eligibility letter to the Office of Financial Assistance, along with a Request for Benefits Form [PDF] after registering for classes. The Request for Benefits Form can also be picked up in the Office of Financial Assistance located in UHB 1015.

Additional Information

You can be enrolled in both the NG and Ch 1606 programs at the same time. Also, you may be enrolled in NG and Ch 30 benefits if you served on active duty prior to enlisting in the National Guard. The applicant must notify ISAC in writing of name, address, or college choice as they occur. All college changes must be received by ISAC before the deadline dates to be effective for the appropriate term (s).

Allow four weeks for the processing of your application. If no response has been received after four weeks, contact ISAC at 1-800-899-4722, extension 0. Mail completed application to:

ISAC Full Benefit Description

Illinois Veterans Grant

Program Information

If you have served at least one year of federal active duty service in the Armed Forces of the United States; or served on federal active duty service in a foreign country during a time of hostilities in that country and were honorably discharged after each period of federal active duty service; and/or are honorably serving** you may be eligible for the Illinois Veteran Grant (IVG) Program. Any member of the Illinois National Guard or a Reserve component of the Armed Forces of the United States who meets the eligibility requirements is considered a qualified applicant for the IVG Program. Qualified applicants are encouraged to submit an IVG Program application if they anticipate attending college at any point in the future. While program eligibility can be confirmed for qualified applicants at any time, funds will be disbursed only for terms in which you are enrolled at an Illinois public college or community college.

Application Process

To obtain your Illinois Veterans Grant (IVG) award, you must complete an application through the Illinois Student Assistance Commission (ISAC). The application can be downloaded through the Web address www.collegezone.com or may be obtained from the Office of Financial Assistance (UHB 1015). Once ISAC has processed the application, they will mail an award letter to the student certifying the amount of eligibility. This award letter must be submitted to the Office of Financial Assistance.

Additional Information

This award can be used for both undergraduate and graduate work. The points will remain on your record and can be used anytime during your educational career. This award can be used in conjunction with the Veteran’s Chapter 30 program, but not with any other state programs. Talk with the Veterans Official at the Office of Financial Assistance for further information on this award.

ISAC Description

MIA/POW SCHOLARSHIP

If you are the dependent of a person who was an Illinois resident at the time he/she entered active duty and has been declared to be a prisoner of war, missing in action, dead as a result of a service-connected disability, or disabled with a 100 percent disability as the result of a service-connected cause as recognized by the U.S. Department of Veterans Affairs or the U.S. Department of Defense, you may be eligible to receive the MIA/POW Scholarship.

This scholarship may be used at public colleges in Illinois, and is administered by the Illinois Department of Veterans' Affairs. You can visit the ISAC web portal to check your eligibility and apply for this scholarship.

Institutional Scholarships

In addition to educational benefits, you may qualify for UIS Institutional Scholarships. UIS uses one application form for all institutional scholarships. You are strongly encouraged to complete this form annually. The form becomes available on Dec. 1 and is due by Feb. 15. Information about institutional scholarships and a link to the form can be found on the UIS Cost & Aid Scholarship page. Several of these scholarships are military and/or veteran focused including:

UIS Military/Veterans Emergency Grant

UIS cares about its student veterans and military personnel, and we know that on occasion difficult situations arise. The UIS Military/Veterans Emergency Grant was created to help prevent emergencies and unforeseen events from inhibiting student veterans’ academic progress.

The awarding of this grant money is not competitive. Applications will be reviewed in the order they are received. The maximum disbursement for this grant is $500, and a student may only receive one award per fiscal year (July 1 – June 30).

Applicants must be a student veterans, active duty personnel, reservists, or National Guard members.
Applicants must be enrolled and in good standing at UIS during the semester when the emergency funds are awarded.
Applicants must have a financial hardship resulting from an emergency or unforeseen event.
Applicants must have utilized all other eligible aid programs.
Applicants must be enrolled in direct deposit with UIS at the time of the award.

Navy Tuition Assistance

Naval Reservists must also meet the following requirements for TA eligibility:

Must have completed one year at their Navy Operational Support Center or equivalent to use TA funds.
Enlisted Naval Reservists must be ordered to active duty for 120 days or more and be on active duty for the duration of the course. Naval Reserve Officers must be ordered to active duty for two years beyond the course end date.

Note: Beginning 1 October 2019 in accordance with NAVADMIN 114/19:

Active duty enlisted Sailors and Officers, including Naval Reservists, must have a minimum of two years of military service before becoming eligible to use TA or NCPACE funding.

Covered Cost

Payment for tuition will not exceed the following caps:

$250.00 per semester hour (up to 12 semester hours per year)
$166.67 per quarter hour
$16.67 per clock hour (for approved certificate/diploma programs only)

Note: Beginning 1 October 2019, in accordance with NAVADMIN 114/19:

TA and NCPACE DL will be limited to a fiscal year cap of 12 semester hours, 18 quarter hours, or 180 clock hours (or combination). The fiscal year cap applies to both TA and NCPACE DL combined.
TA and NCPACE DL will be limited to a lifetime cap of 120 semester hours, 180 quarter hours, 1800 clock hours (or combination). The lifetime credit cap applies to both TA and NCPACE DL combined.

Application Process

Step 1: Inform your Command
Inform your chain of command of your interest to start or continue your education. (Many commands require a special request chit to proceed.)

Step 2: Complete Required Training
Sailors are required to complete two training topics before being eligible to apply for TA: the Navy Tuition Assistance training IMI (updated October 2017; replaces the previous WebTA Policy and Procedures course) AND the Navy Virtual Counseling 101 training IMI in My Education . These courses are required once per lifetime/service term.

Note: Sailors who have already completed the WebTA Policy and Procedures course will not need to complete the new Navy Tuition Assistance training. Sailors who have already completed the Higher Education Preparation (HEP) course will not need to complete the Navy Virtual Counseling 101 course. HEP completion certificates will continue to be accepted until 01 January 2018. Please upload your completion certificate in the My Education Module.

Complete the training using the My Education Module. Once completed, the results are recorded immediately in your My Education record. Retain the completion certificate for your records.

Complete the TA Policy and Procedures Training using the Navy College Program Mobile App (Android App, iTunes App). Once done, the results are documented within 24-48 hours in your My Education record. Retain the completion certificate for your records.
Note - IMI Training/IE Issues: Tuition Assistance (TA) and Virtual Counseling Training IMIs will not launch when using Internet Explorer (IE) and Virtual Counseling IMI freezes up. Refer to IMI Training and IE Issues 11 Dec 2017 and IE Settings PPT for guidance.

Step 3: Receive Education Counseling, Establish an Education Plan
Your Navy College Education Counselor is there to help guide you through the process of selecting a pathway to reach your personal and professional goals. The counselor will help you establish an education plan to advance your personal and professional journey. Contact a Navy College Education Counselor. For more detail on the counseling session see the VOLED Step 2 – Complete Counseling at the NCVEC page on this site. For more information on developing your education plan, see the VOLED Step 3 – Research, Select a School, & Develop a Plan on this site.

Step 4: Submit Education Plan, Review with Counselor
Upload your education/degree plan on the My Education Module under "My Education Plan." When uploading the file, use the school name for "File Name" and the degree and major for “Description.” Contact the NCVEC after you upload your education/degree plan for a plan review and record update.

Step 5: Submit WebTA Application at My Education Module
Once your record has been updated, submit your WebTA application using the My Education module. Per NAVADMIN 219/16, all WebTA applications must be submitted and command approved no later than 14 days prior to your term start date. On our home page, there is an article, entitled "Navy's Tuition Assistance Command Approval TimeLine" that provides a sample calendar to assist you. Submitting your WebTA application early allows sufficient time to resolve issues and to review and authorize your TA funding in a timely manner.

Step 6: Generate Voucher and Send to Institution
After your command approves and the NCVEC authorizes your WebTA application, a voucher is generated. All generated vouchers can be found under “Existing Applications” in the My Education module. Print, sign, and forward the authorized/funded TA voucher to your academic institution for payment.

University Requirements

Complete all steps required above to receive authorization.
Submit the Tuition Assistance Authorization form to the Office of Financial Assistance prior to start of course along with your Request for Veterans Benefits form (accessible on the UIS Financial Aid's forms page).
Complete the billing authorization in the Sponsor Billing Portal.
